古代エジプトの繁栄を支えたのは税システム？！
国家の繁栄にはパターンがあり、歴史は繰り返される。
といわれるように、古代から現代までだいたい似たような経緯をたどるということだ。
古今東西、国家を維持していくためには「徴税システムの整備」と「国民生活の安定」が絶対条件。
古代エジプトというとピラミッドに代表されるように、ファラオと呼ばれる国王が絶大な財力を持っていたことが
知られている。だが、豊かだったのは王だけではない。
領民たちは、貧しい家の人でもカマドのある家に住んでいたという。またエジプトではゴミ問題なども
発生していたがすでに都市生活を営んでいたという証拠でもある。
王に財力があり、民も豊かな生活をしていたということは徴税システムが整備されていたということである。
もし、徴税がうまくいっていなければ王は財力を得られず、国防もおろそかになり民も平穏ではいられないからである。
決して高くはない税金が公平に効率的に集められていたということだ。
古代エジプトの力の源は中央集権的な国家制度である。
国の力を一つに集約することで国力があがり、強い軍を持つ事もできる。その軍事力で周辺諸国をねじ伏せることができる。エジプトの王たちが今でも驚くような巨大ピラミッドを作る事ができたこともこの為だ。
溢れんばかりの金、銀財宝を溜め込むことができたのはこの制度によるものだろう。
中央政府が行政権、徴税権を持っている中で業務を担っていたのが「書記」という「セシュ」と言われる下級官僚だ。
多くの行政状況を記録するのが仕事だったが実際には下級官僚として行政全般の事務を行っていた。
そのため、読み書きが出来た。当時は髪も発明されていない時代であり、文字の読み書きができるというのは特殊能力だった。この特殊能力を持つ人材はこの時代では当然のように重宝された。
土地のほとんどが国有地とされ、国民はそれを借りて農業を営むという建前になっていたようだ。
また税制は細かく決められており、農作物、事業の売り上げ、輸出、輸入、奴隷の保有など様々なものに税が課せられた。
農作物には２０％の収穫税が課せられた。この収穫税というのは実際の収穫物から算出するのではなく、土地の広さから収穫予定数量を割り出すことで決められた。そして、書記はこの難しい計算を見事にこなしていた。
エジプトの徴税役人たちが行っていた土地の測量方法などをまとめたものが哲学者エウクレイデスが書いた「ユークリッド幾何学」という本に載っている。

古代エジプト行政機関が特に優れていた点がある。
それは書記（徴税役人）がれっきとした国家の官僚だったという点である。
国家から給料をもらい、官僚の仕事として税金の徴収を行っていた。
今の時代から見ると当たり前のように思われるが、中世までは徴税人というのは請負制によるものばかりだった。
国家から徴税権を得て、決められた額の税金を国家に払うのである。
徴税人はこの制度によって税を多くとれば取るだけ自分の収入になるので不正に税を取り立てるケースが多かった。
しかし、古代エジプトはとても素晴らしい仕組みとシステムを当時から作り上げていたのだ。
現代の税務調査のようなことをしている絵も遺跡から見つかっているようだ。
さらにファラオ（王）は悪代官のようなパターンが起こらないように
「もし貧しい農民が税を納められなかったら３分の２は免除せよ」
「もし税が払えなくて万策尽きてしまっているようなものには、それ以上追及してはならない。」
と命じた記録が残っている。
また書記を監視する機関もあった。
今の日本での法人化で株式会社・合資会社・合同会社などのような組織も似た仕組みづくりだとも考えられるかもしれない。
ただし、どんな歴史を紐解いても年月が経てば官僚機構というのは腐っていくものだ。
そして衰退していくには一定のパターンがあることをご存知だろうか？
徴税がうまくいっている間は富。とても栄えていく。
しかし、役人たちが腐敗していくと国家財政が傾いていく。
それを立て直すために重税を課し、領民の不満が渦巻くようになる。
そして国内に生まれた対抗勢力や海外からの侵略者によってその国の政権（王）は滅んでいく。
世界史などを深く知ることでよりあなたの感性や人生観が磨かれていく。
